Commissioner of Entrance Examinations (CEE) is the governing body for conducting the counseling process within Kerala. Within the state, 15% of All India Quota counseling is conducted by DGHS, whereas the rest 85% is conducted by the state governing body. After the declaration of NEET score, the governing body conducts the counseling for the eligible students.
Centralized Admission Process or CAP is conducted by CEE through Kerala Architecture, Engineering and Medical / KEAM to admit students to seats available in Government, Government controlled self-financed and private self-financed colleges of Kerala. This is conducted as per the state rank prepared on the basis of NEET scores.

Eligibility Criteria
- Only the citizens of India or Person of Indian Origin are eligible for the counseling procedure.
- 17 years is the minimum age of the candidates to take the admission in the medical colleges in Kerala.
- The candidates must have cleared NEET UG exam with specified qualifying marks and percentile to be considered eligible for admission.
Candidates must be native of Kerala in order to be eligible to apply. On the basis of nativity candidates are categorized in following manner:-
- Keralite: Online a Keralite candidate is eligible to claim admission on the basis of communal reservation.
- Children of All India Service, Non-Keralite officers allotted in Kerala cadre will also be considered as Keralite but will not be considered for Communal/Special/PwD reservation or any fee concession.
- Non-Keralite Category: This includes candidates who are not of Kerala origin but fulfill either of the criteria given below:
- Completed qualifying course from Kerala and is son/daughter of Non-Keralite Employee of Government of India or defence posted in Kerala.
- Completed qualifying course from Kerala and is son/daughter of Non-Keralite Employee / ex- employee of Government of Kerala for minimum of two years.
- Residing in Kerala for minimum of 5 years including the qualifying year of Class 12 examination.
- Studied in Kerala from Class 8 to 12
Apart from this the candidates should pass class 12 examinations with Physics, Chemistry, Biology/Biotechnology and English from a recognized board of education. To be eligible for the examination, the unreserved category candidate must secure 50% marks while that of PH category and unreserved category candidates must have secured 45%. And 40% for reserved category including PH reserved.
Candidates should also secure the minimum qualifying percentile in the NEET UG Exam as per the qualifying criteria mentioned in the table below.

Reservation Policy
- In Government or Government supported Medical or Dental colleges, state institutions, grant-in-aid colleges and other institutions offering MBBS and BDS the admission will be taken under two segregates- 15% All India Quota Seats and 85% State Quota Seats. DGHS will conduct the counseling process of 15% All India Quota seats while CEE, the state governing body will conduct the counseling for the rest 85% of the seats on the basis of reservation through KEAM.
- . In Private medical or dental colleges, the seats will be divided homogenously into 50% for State Quota and 50% for Management quota. Within this 50% state quota seats, the admissions will be done following the reservation policy of the state.

Application Form
The candidates who want to get into MBBS and BDS courses from government and private colleges in Kerala need to fill the NEET counseling form in Kerala. You need to fill the counseling application form on the official website of KEAM.
Step 1: Visit the official KEAM website www.cee.kerala.gov.in.
Step 2: Once you have registered, you will get a user ID and password. You need to log in with the credentials and fill in the NEET Kerala application form 2021. You need to fill in your personal information like your name, father’s name, mother’s name, address, mobile number, DOB, category, identification marks, nationality, and more.
Step 3: You need to choose the course and college you want to get into. The MBBS admissions in Kerala are based on the state merit position and the availability of seats.
Step 4: Fill in all your academic details, including your class 10 and class 12 marks.

NEET Merit List: Kerala
CEE will publish the merit list of the qualified candidates. The candidates who will register online for the counseling process are the only eligible one for 85% state quota counseling. The admission committee also releases the list of disqualified candidates. As per the secured ranks, the governing body will conduct the counseling process of the candidates. After the declaration of NEET UG merit list, the candidates will be eligible to appear for the state quota counseling. The state quota merit list will be available online it also includes the candidate’s name, father’s name, category, NEET roll number, NEET marks and State merit rank. The candidates as per their merit rank are allowed to appear in the process for admission to MBBS/BDS courses in the colleges/institutions in Kerala.
Steps to check NEET merit list online
- The candidates have to visit the official website of CEE to check their names in the merit list.
- The updated merit list will be shown to the candidates after entering User ID and Password.
- Candidates need to click on the ‘Search’ button to check their merit rank. Then they match their name and roll number in the merit list.
- The State Rank as derived from NEET scores is also mentioned in the merit list.
- The candidate has to take a print out of the merit list.

NEET counseling
The admissions to MBBS/BDS are made through the MCC counseling process based on the NEET UG score. Candidates who qualify for the NEET exam can also apply for NEET admission to medical colleges. The NEET-UG counseling process is based on the All India Quota, State Quota, and Deemed Universities.
Process of NEET counseling in Kerala
Online Application/Registration: The interested candidates have to register online by filling up necessary details and paying non-refundable counseling fee in the official website of the governing authority. Candidates need to fill in the required details regarding their personal as well as educational information. The candidates will get user ID and password after the completion of the process.
College/Institute Selection: The candidates will be able to access the complete list of colleges both medical and dental in Kerala, and they have to pick the courses/college/institution they wish to join. Candidates will be able to fill in as many choices in the decreasing order of preference. They can keep a printout of the option filing sheet for future reference before submitting the online registration form. Candidates have to fill in fresh choices for the second round of counseling as per the available vacant seat as because the choices made in the previous round will not be considered.
Certificate/Document Verification: The candidates have to bring their original certificates/documents along with the self attested copies and passport size photos to the counseling centres to get verified on scheduled date and time. The documents in particular, NEET scores will be verified by the counseling committee.
Merit List declaration: Kerala state merit lists includes common merit list and reserved category merit lists including names of registered candidates will be displayed on the official website of CEE.
Admission & Seat Allotment: The counseling will be conducted in two rounds i.e., first and second. Results of seat allotment of every round will be displayed in the official website of the CEE. Admission will be based on NEET UG score and choices filled in by the candidates at times of filling up of the application form.
Reporting: Candidates have to report to the concerned college for admission with relevant certificates and documents for verification and prescribed tuition fees.

State Medical Cutoffs:
The NEET 2018 ranks and marks secured by the last candidates to secure seats in the Government Medical Colleges of Kerala are given below based on the data available by Medical Counseling Committee (MCC) and State Counseling Authority, to be used for reference purpose only:
Admission Cancellation and Fee Refund:
- If a seat has been allotted to a candidate after first round of allotment, it is compulsory for the candidate to remit the fee and report to the college for admission, even if s/he is not satisfied with the allotment. Only after fee is remitted and the candidate has reported for admission to the college, s/he will be allowed to move to further rounds of allotment process.
- Candidates, who fail to remit the fee in stipulated period of time, i.e. the last date as prescribed, will lose their present allotment and as well as all other existing options one registered at the time of registration of options. This would eventually stop them from going further in the subsequent counselling phases.
- The requisite fee as applicable for the seat allotted will be mentioned in allotment memo issued by CEE and it will have to be remitted online to the account of CEE in specified branches of SBT (State Bank of Travancore). The time schedule for remittance of fee will be notified by CEE after seat allotment. After the fee is remitted, the bank will issue a receipt which should be printed by the candidate from online payment page, as a proof of remittance of fee.
- In case one doesn’t receive any allotment on first stage, they would not need to remit any fee. However, they will have to go through fee remittance and admission process, as and when they are allotted a seat. Failure to remit the fee after allotment will lead to deletion of all the options from the candidate’s registration page and no further chance will be given to re-enter the options.
- Candidates who have paid excess admission fee: If a candidate has paid any excess fee (in case admission fee for seat allotted in subsequent phases was lesser than earlier allotted seat), it will be refunded to candidates after the process of seat allotment and admissions for that year closes. It must be noted that no interest will be paid to such candidates.
- Candidates who cancel their admission before last date: If a candidate who took admission in a particular course and college, cancels his/her admission before the last date or last allotment notified by CEE, by obtaining a transfer certificate, he/she will be eligible for refund of fees.
