Karnataka State Counseling Procedures

Karnataka Examination Authority (KEA) is the governing body for conducting the counseling process within Karnataka. Within the state, 15% of All India Quota counseling is conducted by KEA, whereas the rest 85% is conducted by the state governing body. KEA is responsible for holding admissions in various government and private (including Karnataka Professional Colleges Foundation- Consortium of Medical, Engineering, Dental, Karnataka (KPCF- COMEDK), Karnataka Religious & Linguistic Minority Professional Colleges Association (KRLMPCA) and Association of Minority Professional Colleges in Karnataka (AMPCK) institutions of Karnataka. After the declaration of NEET score, the governing body conducts the counseling for the eligible students.

KEA conducts centralized counseling process through a combination of offline and online. There are around 8695 MBBS seats and 2740 BDS seats in the state of Karnataka. The counseling is conducted in the medical colleges on the basis of the scores secured in NEET UG examination. There are two rounds of counseling in the state of Karnataka. After two rounds of counseling, the governing body conducts a mop-up round to fill up the vacant seats of the colleges.

Eligibility Criteria

  • Only the citizens of India or Person of Indian Origin are eligible for the counseling procedure.
  • 17 years is the minimum age of the candidates to take the admission in the medical colleges in Karnataka.
  • The candidates must have cleared NEET UG exam with specified qualifying marks and percentile to be considered eligible for admission.
  • It is important that candidate’s name appear in Karnataka state merit list.
  • Candidates must have passed their 2nd PUC or Class 12 or any other equivalent exam with English as one of the languages and obtaining minimum 50% marks in Physics, Chemistry, Biology and 40% for SC/ST candidates.
  • Candidates who wish to apply for admission under different category seats are required to fulfill the specified basic eligibility criteria for claiming admission under respective category.

1st Category Seats (G)

In order to claim admissions under Government Quota seats, a candidate can choose from among 15 eligibility routes, depending on whichever they feel is best applicable to them. It should be noted that no candidate can become eligible for Government Quota seats unless they are an Indian citizen, fulfill the basic eligibil- ity criteria given above and also other conditions as mentioned below. Only those candidates who will fulfill any set of eligibility clauses mentioned below will be eligible to claim admissions under 1st category or Government Quota seats.

Clause Code (a): Candidate studied in Karnataka for 7 years

Eligibility Clause

 Candidate should have passed and studied for a minimum of seven (7) academic years (starting from Class 1 to 2nd PUC or Class 12) from one or more Government or Government recognized institutions located in Karnataka.

 Seven years should be completed as on July 1 of the year in which NEET exam is conducted.

 It should be noted that in case a candidate took more than one year in passing any class or standard, the total academic study year which would be counted for that standard/class would be for one year only.

Clause Code (b): Parent studied for 7 years and Candidate 10+2 in Karnataka

Eligibility Clause

 Candidate should have studied and passed either Class 11 and Class 12 or 1st and 2nd Pre-University Examination (PUE) from an institution run by or recognized by Government of Karnataka.

 Also, one of the parents of the candidate must have studied in Karnataka for at least seven years.

Clause Code (c): Candidate and Parent’s Mother Tongue is Kannada, Tulu or Kodava

Eligibility Clause

 Candidate and one of the parents’ mother tongue must be Kannada, Tulu or Kodava, and:

 One of the parents must be domiciled in Karnataka.

 Candidate must have passed the qualifying exam from a university or board outside Karnataka.

 Candidate must be residing outside Karnataka as on May 1 of the year in which NEET exam is held.

 Candidate must pass a Kannada language test conducted by KEA.

Clause Code (d): Candidate Resided and Studied in Disputed Kannada Speaking Area

Eligibility Clause

A candidate will be eligible under this category if they fulfill the following criteria:

 Resided and studied in disputed Kannada speaking area of South Sholapur or Akkalkot or Jath or Gandhiglaj Taluks of Maharashtra State or Kasargod or Hosadurga or Majeshwar Taluks of Kerala State, for at least seven years (between Class 1 to Class 12).

 Mother tongue is Kannada, Tulu or Kodava.

 Passes Kannada Language test conducted by KEA.

Clause Code (e): Candidate passed qualifying examination from Karnataka and is Son/Daughter of a Defence Personnel

Eligibility Clause

Candidate will be eligible under this category if they have passed qualifying examination from an institution recog- nized by State of Karnataka and are the son/daughter/ward of a defence personnel who:

 is working/has worked in Karnataka for at least one year in the period when the candidate was studying in PUC or Class 11 and Class 12.

Clause Code (f): Candidate passed qualifying examination from anywhere in India and is Son/ Daughter of a Defence Personnel

Eligibility Clause

Candidate will be eligible under this category if they have passed qualifying examination from a recognized educa- tional institution of India and are the son/daughter/ward of a defence personnel who:

 Is serving defence personnel from state of Karnataka and who declared Karnataka as their hometown at the time of joining defence service.

Clause Code (g): Son/Daughter of a Defence Personnel who has permission for his/her family to stay in Karnataka

Eligibility Clause

Candidate will be eligible under this category if they have passed qualifying examination from a Government or Government recognized education institution located in Karnataka and are the son/daughter/ward of a defence personnel who:

 has served in Karnataka for at least one year.

 was posted on duty in Field or Active Service.

 has a permission from Defence Authorities for their family to continue to stay in Karnataka.

Clause Code (h): Son/Daughter of an ex-servicemen who declared Karnataka as hometown

Eligibility Clause

Candidate will be eligible under this category if they have cleared their qualifying examination from a university or board or institution located anywhere in India and are the son/daughter/ward of an ex-servicemen who:

 at the time of joining defence service declared Karnataka as his/her hometown.

Clause Code (i): Candidate passed qualifying exam from Karnataka and parent served as employee of union/(Karnataka) state government/joint sector undertaking during candidate’s study period

Eligibility Clause

A candidate who has passed the qualifying examination from any government or government recognized institu- tion located in Karnataka and who is son/daughter/ward of an employee of Union Government or an employee of Union or Karnataka State government undertaking or Joint Sector undertaking who:

 is liable to be transferred anywhere in India as per terms of his employment,

 has worked in Karnataka during the study period of candidate’s qualifying examination, i.e. PUC or Class 11 and Class 12 course, is eligible.

Clause Code (j): Parent, an employee of union/(Karnataka) state government/joint sector under- taking and studied for 7 years in Karnataka

Eligibility Clause

A candidate who has passed the qualifying examination from a university or board located anywhere in India and is the son/daughter/ward of a working or retired employee of Union Government or Karnataka State Government undertaking or Joint Sector undertaking where the employee:

 had declared to the employer at the time of joining service of havingany place in Karnataka as their hometown.

 Studied for a minimum of seven years in government or government recognized educational institution or insti- tutions located in Karnataka.

 Is/was liable to be transferred anywhere in India as per their employment’s T&C.

Clause Code (k): Parent is/was a Member of Parliament

Eligibility Clause

A candidate who has passed the qualifying examination from a university or board located anywhere in India and is the son/daughter/ward of a Member of Parliament elected from Karnataka.

Clause Code (l): Parent is or has been an All India Service Officer

Eligibility Clause

A candidate who is the son/daughter/ward of a serving or retired employee of All India Service of Karnataka cadre and of Karnataka State government who:

 served or is serving outside the state of Karnataka during candidate’s study period outside from the state (from Class 1 to 2nd PUC or Class 12 examination).

For such candidates, these years can be added to their study period to make up for seven years’ study period as required under eligibility clause code (a).

Clause Code (m): Parent(s) are Jammu & Kashmir migrants

Eligibility Clause

A candidate who is the son/daughter/ward of Jammu and Kashmir migrants.

Clause Code (n): Candidate studied ten academic years in Kannada medium

Eligibility Clause

A candidate who has studied ten full academic years in Kannada medium (from Class 2 to Class 10) in places out- side Karnataka and have studied and passed qualifying examination from any Government or Government recog- nized educational institution will not be required to appear for Kannada Language Test conducted by KEA.

Clause Code (o): Parent is/was a CAPF employee

Eligibility Clause

A candidate who has passed the qualifying examination from a university or board or institution located anywhere in India and who is son or daughter or ward of a working or retired employee in Central Armed Police Force (CAPF) who:

 declared a place in Karnataka as his/her hometown at the time of joining CAPF (proof required).

Reservation Policy

Admission to Karnataka’s medical and dental colleges under certain reserved categories such as SC/ST/OBC/PH/Rural/Kannada etc and in some other special categories such as NCC, Sports etc will be considered by KEA only if the candidate is Karnataka Origin and also eligible for Government Quota (G) seats described below

Similarly, candidates who have qualified NEET exam as per SC/ST/OBC percentile will be eligible for admission under 85% State Quota in Karnataka only if those candidates are of Karnataka origin and also eligible for Government Quota (G) seats.

In addition, only those candidates who belong to SC/ST/OBC, Karnataka origin who take admission under Government Quota seats falling under eligibility clause codes : a, b, h, j, k, l and o will be eligible to take admission as per SC/ST/OBC criteria.

Similarly, those SC/ST/OBC candidates taking admissions under Government Quota Seats under eligibility clause codes : c, d, e, g, i, m and n will not be eligible to take admission as per SC/ST/OBC criteria

There are four main categories for seat in medical and dental colleges in Karnataka:

  • 1st Category (G) – Government Seats
  • 2nd Category (P) – Private Seats
  • 3rd Category (N) – NRI (Non Resident Indian) Seats
  • 4th Category (O) – Others

Application Form

The candidates who want to get into MBBS and BDS courses from government and private colleges in Karnataka need to fill the NEET counseling form Karnataka. You need to fill the counseling application form on the official website of the Karnataka Examination Authority.

Step 1: Visit the official Karnataka Examination Authority website www.kea.kar.nic.in.

Step 2: Then go to the login or register page.

Step 3: If you register for the first time, you need to go to “Candidate Registration.” While completing the registration, you need to enter your NEET roll number, rank, date of birth, and mobile number. Once you have successfully registered, then you will receive a registration number and a security pin.

Step 4: If you have already registered, you need to do “candidate login.” You must enter your NEET 2021 roll number, the generated registration number, and the security PIN.

Step 5: Once you have logged in, you must enter your academic details like class 10 marks, 12 marks, NEET 2021 marks and ranks, your address for verification.

Step 6: After filling in all the details, go to “Save and Pay” and proceed to NEET 2021 counseling application fees payment.

Step 7: Make the payment by choosing your choice of online payment from the options mentioned on the screen.

Step 8: The filled application form will come on the screen. You need to download and save it for future use.

NEET counseling

The admissions to MBBS/BDS are made through the MCC counseling process based on the NEET UG score. Candidates who qualify for the NEET exam can also apply for NEET admission to medical colleges. The NEET-UG counseling process is based on the All India Quota, State Quota, and Deemed Universities.

Process of NEET counseling in Karnataka

Online Application/Registration: The interested candidates have to register online by filling up necessary details in the official website of the governing authority. Schedule for documents verification will be released only for those candidates who register themselves for counseling and pay the registration fee. The candidates will get respective registration number after the completion of the process.

Certificate/Document Verification: Qualified candidates, who have already registered themselves, will be called in for document verification. The candidates have to bring their original certificates / documents along with the self-attested copies and passport size photos to the counseling centres to get verified. Candidates whose documents are verified and are found in order, will be given verification acknowledgement clip containing a User ID and Secret Key.

College/Institute Selection: After the verification candidates are supposed to login with their User ID and Secret Key and enter their preference order for colleges and courses. They can enter as many options as they want but KEA does not allow candidates to change their options after this stage. However, candidates will be able to delete or re-order higher order options after first round at the maximum. They can keep a printout of the option filing sheet for future reference before submitting the online registration form.

Seat Allotment: Seat allotment procedure is completed in two rounds and a mop-up round if required. Seat allotment is done based on the final preferences of the candidates and their choice locking and thereafter the result of first round of seat allotment is published.

Thereafter post seat allotment procedure of candidates expressing their choices for seats allotted to them begins. Second round of seat allotment is scheduled as per the available vacant seats. Herein, modification of options including reordering or deleting preferences, allotment of seats and finally post allotment procedure occurs. And then to fill in the remaining vacant seats, a Mop-Up round is being conducted. 

Reporting to College and Admission:- On the day of selection, the selected candidates have to pay the required amount of fees to the college authority along with bring their downloaded admission letter. If the candidate fails to complete the payment of fees, then the seat will be cancelled down by the authority without any notice. As a part of the clean closure, candidates and college both required to report back to KEA about candidates joining or not joining the college.

Documents required for counseling

  • Final printout of Online Registration Form.
  • Original copy of the proof of payment of application fee (Bank Chalan, etc.).
  • NEET Admission Ticket.
  • SSLC/Class 10 Marksheet.
  • 2nd PUC or Class 12 Mark Sheet.
  • Candidate’s study certificate countersigned by concerned Block Education Officer (BEO) or Deputy Director of Public Instruction (DDPI).
  • Two recent passport size photographs.
  • Income certificate obtained from Tahasildar.
  • Kannada Medium study certificate countersigned by concerned BEO.
  • Rural study certificate countersigned by concerned BEO and a verification cer- tificate (for GM candidates).
  • Caste certificate/caste income certificate/income certificate obtained from juris- dictional Tahasildar, for claiming reservation benefits.
  • Those claiming Hyderabad-Karnataka Region reservation will have to submit a certificate issued by concerned Assistant Commissioner during verification of documents.
  • Parent’s  study  certificate  or  hometown  certificate  or  domicile  certificate  or employment certificate or cumulative records or marksheet, etc. (wherever applicable).
  • Affidavit by candidates claiming eligibility under Horanadu and Gadinadu Kan- nadiga clauses.
  • For those claiming Government Quota seats under J&K migrants quota, an ID Card issued by Jurisdictional Deputy Commissioner or District Magistrate or Rehabilitation Commissioner.

FAQs

  1. Can we verify documents online?

It depends on the KEA. According to the reports, till 2019, documents were verified online. However, from 2020 they started doing it online.

  1. What is the eligibility certificate?

The NEET 2021 eligibility criteria are issued by the Rajeev Gandhi University of Health Science, Banglore, who verify all the important documents you submit and ensure eligibility for NEET counseling.

  1. Can I refund after getting a seat in the mop-up round?

No, you cannot refund your counseling fees after the mop-up round.

  1. Is there any limitation in the number of colleges that I need to fill in the choice filling?

No, you can enter any number of colleges you want. You need to make a careful choice because every college has different fees for the type of seats.

  1. Can I directly participate in round 2 or mop-up round of counseling?

Yes, you can participate as a free applicant.
