West Bengal State Counseling Procedures

Department of Health & Family Welfare, Government of West Bengal, is the governing body for conducting the counseling process in West Bengal. Within the state, 15% of All India Quota counseling is conducted by Directorate General of Health Services (DGHS), whereas the rest 85% is conducted by the Department of Health & Family Welfare. After the declaration of NEET score, the governing body conducts the counseling for the eligible students.

According to the Medical Council of India (MCI) & Dental Council of India (DCI) data, in West Bengal there are 2200 MBBS and 546 BDS seats in 15 Government & Private Medical Institutes and 6 Dental Institutes. The counseling is conducted in the medical colleges on the basis of the scores secured in NEET UG examination. There are two rounds of counseling in the state of West Bengal. After two rounds of counseling, the governing body conducts a mop up round to fill up the vacant seats of the colleges.

Eligibility Criteria

  • Only the citizens of India or Person of Indian Origin are eligible for the counseling procedure.
  • 17 years is the minimum age of the candidates to take the admission in the medical colleges in West Bengal.
  • Candidates must have cleared the NEET UG exam with the qualifying marks and percentile to be considered eligible for admission. As per current qualification rule, candidates belonging to unreserved category have to score minimum 50 percentile in NEET, while for SC/ST/OBC the minimum percentile is 40 and candidates with locomotor disability of lower limbs to be 45 percentile or above.
  • A candidate will be eligible for the admission process of West Bengal State Quota seats and Private College Management Quota seats if the applicant or applicant’s parents are domicile of the state of West Bengal. In case, the applicant or applicant’s parents are not a domicile of the state of West Bengal, then the candidate will be eligible only for Private Management Quota seats.

The of domicile proforma types are mentioned below:

  1. Proforma A1:  Residential/Domicile certificate for applicant who has resided in West Bengal constantly for the last 10 years at least as on 31st December, 2017.
  2. Proforma A2: Residential/Domicile certificate for applicant who has resided in West Bengal constantly for the last 10 years at least as on 31st December, 2017, where the applicant will pass 10+2 examination in 2018
  3. Proforma B: Residential/Domicile certificate for applicants not residing in West Bengal but whose parent/s are considered permanent resident/s of the state with their permanent residence address in West Bengal 31st December, 2017.
  • Any candidate applying for Reserved Category, but not registered with any West Bengal authority will be considered in the Unreserved category. If an applicant belonging to any Reserved category only in the state of West Bengal but has chosen to apply for Unreserved category in the NEET UG application form, then the candidate can opt to change his/her status. However, the candidate must be registered with a recognizable authority in the state of West Bengal.
  • Candidates applying for PH category will be needed to mention the degree of their locomotor disability. If the level of disability is between 50%-70% the applicant will be considered as PH1, whereas if the level of disability is between40%-50%, then he/she will be considered as PH2. An applicant with PH1 status will be favored over a candidate with PH2 status.
  • Apart from this the candidates should pass class 12 examinations with Physics, Chemistry, Biology/Biotechnology and English from a recognized board of education. To be eligible for the examination, the unreserved category candidate must secure 50% marks while that of PH category and reserved category (SC/ST/OBC) candidates must have secured 40%. Candidates should also secure the minimum qualifying percentile in the NEET UG Exam as per the qualifying criteria mentioned in the table below.

Reservation Policy

  • After the deduction of 15% AIQ seats, the rest 85% seats that are reserved in the Government seat category include the authorized seats in Government Medical Colleges, State Medical Institutes, Grant-In-Aid Colleges & other institutes that offer MBBS & BDS courses.
  • In this category, 75% of the reserved seats are accessible in Unaided Medical Institutions.
  • A particular percentage of seats are reserved in Government seats for applicants of West Bengal origin falling under the categories mentioned below:
  1. Scheduled Caste (SC) – 22%
  2. Scheduled Tribe (ST) – 6%
  3. Other Backward Classes (OBC) A – 10%
  4. Other Backward Classes (OBC) B – 7%
  5. Physically Handicapped (PH) – 3%

Application Form

The candidates who want to get into MBBS and BDS courses from government and private colleges in West Bengal need to fill the NEET counseling form West Bengal. You need to fill the counseling application form on the official website of the Department of Medical Education & Research, West Bengal (WBMCC).

Step 1: Visit the official Department of Medical Education & Research, West Bengal (WBMCC) application page at www.hnbumu.ac.in.

Step 2: Go to the login or register page.

Step 3: If you register for the first time, you need to go to “Candidate Registration.” While completing the registration, you need to enter your NEET roll number, rank, date of birth, and mobile number. Once you have successfully registered, then you will receive a registration number and a security pin.

Step 4: If you have already registered, you need to do “candidate login.” You must enter your NEET 2021 roll number, the generated registration number, and the security PIN.

Step 5: Once you have logged in, you must enter your academic details like class 10 marks, 12 marks, NEET 2021 marks and ranks, your address for verification.

Step 6: After filling in all the details, go to “Save and Pay” and proceed to NEET 2021 counseling application fees payment.

Step 7: Make the payment by choosing your choice of online payment from the options mentioned on the screen.

Step 8: The filled application form will come on the screen. You need to download and save it for future use.

NEET Merit List: West Bengal

Department of Health & Family Welfare will publish the merit list of the qualified candidates. The candidates who will register online for the counseling process are the only eligible one for 85% state quota counseling. As per the secured ranks, the governing body will conduct the counseling process of the candidates. After the declaration of NEET UG merit list, the candidates will be eligible to appear for the state quota counseling. The candidates whose name will appear in the merit list will be allowed to register online for choice filling and choice locking.

Steps To Check NEET Merit List Online

  • The candidates have to visit the official website of Department of Health & Family Welfare to check their names in the merit list.
  • The updated merit list will be shown to the candidates after entering name or NEET roll number.
  • The State Rank as derived from NEET scores is also mentioned in the merit list.
  • The candidate has to take a print out of the merit list

The admission committee will publish 6 merit lists –

  1. Eligible list of applicants for State and Private Quota
  2. Eligible list of applicants for Private Management Quota Candidates
  3. Eligible SC list for State and Private Quota
  4. Eligible ST list for State and Private Quota
  5. Eligible OBC A list for State and Private Quota

NEET counseling

The admissions to MBBS/BDS are done based on your NEET UG score. Candidates who qualify for the NEET exam can also apply for NEET admission to medical colleges. The NEET-UG counseling process is based on the All India Quota, State Quota, and Deemed Universities.

Process of NEET counseling in West Bengal

Online Registration: The eligible candidates have to register online by filling up necessary details in the official website of the governing authority. This will be conducted on the order of candidates’ names in the merit list. The candidates will get respective registration number after the completion of the process.

Verification of Documents: in the next step, the counseling authority will verify every document of the eligible candidate. Candidates must provide original certificates/documents along with self-attested copies and passport size photographs at the counseling centres for verification. After the verification session, the candidates will get a scheduled date for the counseling

Merit List declaration: The list of the eligible candidates will be displayed online in the official website. The merit list will include candidates who will verify their documents and have qualified NEET UG. Eligible candidates will be allowed for the counseling rounds.

Online Registration:  Candidates will have to register again for choice filing and choice locking.

College Selection: In this step, the candidates will be able to see the complete list of colleges and institutions available for their selection. The candidates after selecting the colleges/Institutes can interchange or rearrange them. It is requested to candidates to lock their choices because if they won’t then the choices that were done will be automatically locked.

Counseling Result:  Department of Health and Family Welfare will publish the result in their official website. They candidates have to login with their ID and Password and check the courses and colleges allotted to them.

Reporting: On the scheduled date the candidates have to report to the venue on scheduled time as referred in the official website. Candidates need to report to the college concerned with the relevant original documents and their photocopies which will be verified by the Admissions In-Charge. Candidates who fail to carry valid documents or having invalid ones will be denied admission.

Counseling Round 2: Seats left vacant after Round 1of the counseling process are readjusted in Round 2. Candidates not satisfied with the allotted seats in Round 1, can again participate in the online counseling process for upgradation of their choice made in Round 1 or to fill in new choices. They will have to forgo the previous allotted seats and will now get new seats granted to them on the basis of the new choices.

Vacant Seat Round Counseling:  Seats vacant after Round 2 will be called for Vacant Seats Round I which manual counseling will take place in the assigned Colleges and Institutes decided by the authorities. The eligible candidates have to submit their original documents for verification. The result will be published after completion of the counseling session.

  • Class 10 examination certificate or admit card as a proof of Date of Birth
  • Class 10 pass certificate
  • Class 12 examination certificate
  • Class 12 pass certificate
  • Provisional Allotment letter
  • Valid ID Proof (School or College ID/Voter Card ID/Aadhaar Card/ Passport)
  • Medical Certificate for registered Medical Allopathic Practitioners
  • Caste certificate issued by competent authority
  • Final Verification slip generated during the pre-counseling phase
  • Orthopaedic Physically Disability Certificate issued by Medical Board of IPGMER Kolkata. No other PH certificate will be entertained by the authorities.

State Medical Cutoffs:

The NEET 2018 ranks and marks secured by the last candidates to secure seats in the Government Medical Colleges of West Bengal are given below based on the data available by Medical Counseling Committee (MCC) and State Counseling Authority, to be used for reference purpose only.

Admission Cancellation and Fee Refund:

If a candidate cancels his/her candidature or admission before the publication of vacant seat matrix for the counseling manually executed i.e., the last counseling session, then the fees will be refunded and he/she can withdraw the documents.

If a candidate cancels his/her candidature or admission after the publication of vacant seat matrix for the counseling to be executed manually, the fees will not be refunded. The documents will only returned if the candidate submits the fee as penalty for resigning from the seat.
