Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun, is the governing body for conducting the counseling process within Uttarkhand. Within the state, 15% of All India Quota counseling is conducted by Directorate General of Health Services (DGHS), whereas the rest 85% is conducted by the state governing body HNBUMU. After the declaration of NEET score, the governing body conducts the counseling for the eligible students.

There are around 800 MBBS seats and 300 BDS seats in the state of Uttarakhand. The counseling is conducted in the medical colleges on the basis of the scores secured in NEET UG examination. There are two rounds of counseling in the state of Uttarakhand. After two rounds of counseling, the governing body conducts a mop up round to fill up the vacant seats of the colleges.

Eligibility Criteria

  • Only the citizens of India or Person of Indian Origin are eligible for the counseling procedure.
  • 17 years is the minimum age of the candidates to take the admission in the medical colleges in Uttar Pradesh.
  • The candidates also have to provide a proper domicile / permanent residents of Uttarakhand.
  • Candidates who have passed both Class 10 and Class 12 or equivalent examination from a recognized educational institution situated in Uttarakhand provided they fulfill the basic eligibility criteria.
  • Candidates who have scored the required minimum percentile and Marks in the NEET and are Domicile/Permanent residents of Uttarakhand but have passed Class 10 and 12 or equivalent examination from an educational institution situated outside Uttarakhand.
  • Candidates who have scored the required minimum percentile and mark in the NEET but are not Domicile/Permanent resident of Uttarakhand and have passed Class 10 and 12 or equivalent examination from an educational institution situated inside Uttarakhand shall also be eligible but will not be entitled to any type of reservation.
  • Wards of Kashmiri migrants who have qualified the NEET examination and fulfill the minimum educational requirements. Domicile of Uttarakhand is not mandatory in order to get the benefit for reserved seats.
  • Candidates must have qualified Senior Secondary examination (10+2) after a period of 12 years equivalent to study from a board recognized by Central/State Government only, with the last two years of study must include Physics, Chemistry, Biology/Biotechnology with English as compulsory subjects.

Apart from this to be eligible for the examination, he/she must have passed in above mentioned subjects and obtained in the unreserved category securing 50% marks while that of PH category and unreserved category candidates must have secured 45%. And 40% for reserved category including PH reserved. Candidates should also secure the minimum qualifying percentile in the NEET UG Exam as per the qualifying criteria mentioned in the table below.

Reservation Policy

  • In Government or Government supported Medical or Dental colleges, the admission will be taken under two segregates- 15% All India Quota Seats and 85% State Quota Seats. DGHS will conduct the counseling process of 15% All India Quota seats while HNBUHU, the state governing body will conduct the counseling for the rest 85% of the seats on the basis of reservation.
  • In Private medical or dental colleges, the seats will be divided homogenously into 50% for State Quota and 50% for Management quota. Within this 50% state quota seats, the admissions will be done following the reservation policy of the state.

Application Form

The candidates who want to get into MBBS and BDS courses from government and private colleges in Uttarakhand need to fill the NEET counseling form Uttarakhand. You need to fill the counseling application form on the official website of Hemwati Nandan Bahuguna Uttarakhand Medical Education University.

Step 1: Visit the official Hemwati Nandan Bahuguna Uttarakhand Medical Education University application page at www.hnbumu.ac.in.

Step 2: Go to the login or register page.

Step 3: If you register for the first time, you need to go to “Candidate Registration.” While completing the registration, you need to enter your NEET roll number, rank, date of birth, and mobile number. Once you have successfully registered, then you will receive a registration number and a security pin.

Step 4: If you have already registered, you need to do “candidate login.” You must enter your NEET 2021 roll number, the generated registration number, and the security PIN.

Step 5: Once you have logged in, you must enter your academic details like class 10 marks, 12 marks, NEET 2021 marks and ranks, your address for verification.

Step 6: After filling in all the details, go to “Save and Pay” and proceed to NEET 2021 counseling application fees payment.

Step 7: Make the payment by choosing your choice of online payment from the options mentioned on the screen.

Step 8: The filled application form will come on the screen. You need to download and save it for future use.

NEET Merit List: Uttarakhand

HNBUHU will publish the merit list of the qualified candidates. The candidates who will register online for the counseling process are the only eligible one for 85% state quota counseling. As per the secured ranks, the governing body will conduct the counseling process of the candidates. After the declaration of NEET UG merit list, the candidates will be eligible to appear for the state quota counseling. The state quota merit list will be available online it also includes the candidate’s name, father’s name, category, NEET roll number, NEET marks and State merit rank. The candidates as per their merit rank are allowed to appear for the counseling process for admission to MBBS/BDS courses in the colleges/institutions in Uttarakhand.

Steps to check NEET merit list online

  • The candidates have to visit the official website of HNBUMU to check their names in the merit list.
  • The updated merit list will be shown to the candidates after entering name or NEET roll number.
  • The State Rank as derived from NEET scores is also mentioned in the merit list.
  • The candidate has to take a print out of the merit list

NEET counseling

The admissions to MBBS/BDS are done based on your NEET UG score. Candidates who qualify for the NEET exam can also apply for NEET admission to medical colleges. The NEET-UG counseling process is based on the All India Quota, State Quota, and Deemed Universities.

Process of NEET counseling in Uttar Pradesh

Online Registration: The interested candidates have to register online by filling up necessary details in the official website of the governing authority. NEET roll number, NEET application number and valid mobile number are essential for registration and verification purpose. Once the candidate submits the credentials a vertification code would be generated and sent to the registered mobile number which would be the default password. (can be changed later). Candidates must register for the first round of counseling to be eligible for subsequent counseling rounds.

Choice filling: In this step, the candidates have to fill up choices where they want to join as a medical student. They will get access to the complete list of medical and dental colleges in Uttararkhand and they will have to pick the colleges/institutions they wish to join. Candidates will be able to fill in as many choices in the decreasing order of their preference. They will have to keep a print out of the same for future reference.

Registration & Counselling Fee:- Candidates are required to deposit an amount of INR 2000 for all categories along with bank charges as payment for registration and counseling through Net Banking/ Online Banking/ Debit Card/ Credit Card. This amount is absolutely non-refundable.

Merit List declaration: The list of the eligible candidates for first round of counseling will be displayed online in the official website of HNBUMU. The merit lists including candidates name, roll number, marks, percentile, and rank obtained in the NEET UG examination with the percentage of marks in Class 12, preferred and allotted college etc.

Reporting: After the allotment letter is issued the candidates must report to the concerned college for admission along with its print out and fee receipt. They must report to the concerned college with all the relevant original documents and their photocopies which will be verified by the counseling authority. Admission will be cancelled if the candidates fail to reach the concerned college within scheduled time and date.

Counseling Second Round: The seats left unfilled after the first round of counseling are then readjusted in the second round. Registered candidates to have not got any allotment to any College may participate in this round. Herein, candidates have to fill up fresh choices/quota for each round of counseling irrespective of choices made at the previous round. Candidates who have taken admission in allotted seats will be permitted for course / college/ quota up-gradation in the second/mop up round of counseling.

Mop –up Round of Counseling: Candidates appearing for Mop-up round of counseling will be attending as per their merit number and corresponding time allotted to them in the schedule as notified by the counseling authority. For every step of Mop-up round the candidates must appear personally along with the required original document.

State Medical Cutoffs:

The NEET 2018 ranks and marks secured by the last candidates to secure seats in the Government Medical Colleges of Uttarakhand are given below based on the data available by Medical Counseling Committee (MCC) and State Counseling Authority, to be used for reference purpose only:

Admission Cancellation and Fee Refund:

Candidates willing to vacate allotted seats in the first round of counseling on or before scheduled date are required to inform the Principal of the concerned college. Such a candidate will be refunded the fee paid at the time of admission after deduction of INR 4000/- as administrative charges and accommodation and services charges, as applicable.

Candidate who vacate the seats allotted in the first/second round of counseling after the second round of counseling would be refunded the fee paid at the time of admission. The amount after deduction of INR 4000/- as administrative charges and accommodation and services charges, as applicable would be refunded provided no seat remains vacant in the concerned college.

Candidates who vacate the seats allotted in the first/second round of counseling and joins the college allotted to him/her in the state of Uttarakhand through the second/mop-up round, the amount will be refunded after deduction of INR 4000/- as administrative charges and accommodation and services charges, as applicable.
