Gujarat State Counseling Procedures

Admission Committee for Professional Undergraduate Medical Educational Courses (ACPUGMEC) is the governing body for conducting the counseling process within Gujarat. Within the state, 15% of All India Quota counseling is conducted by ACPUGMEC, whereas the rest 85% is conducted by the state governing body. After the declaration of NEET score, the governing body conducts the counseling for the eligible students.

There are around 3630 MBBS seats and 1155 BDS seats in the state of Gujarat. The counseling is conducted in the medical colleges on the basis of the scores secured in NEET UG examination. There are two rounds of counseling in the state of Gujarat. After two rounds of counseling, the governing body conducts a mop up round to fill up the vacant seats of the colleges.

Eligibility Criteria

  • Only the citizens of India or Person of Indian Origin are eligible for the counseling procedure.
  • 17 years is the minimum age of the candidates to take the admission in the medical colleges in Gujarat.
  • The candidates must have cleared NEET UG exam with specified qualifying marks and percentile to be considered eligible for admission.

The eligibility criteria for the students appearing for 85% state quota counseling. The students have to follow certain clauses

  • The candidate should complete his schooling from an institution located within the state with Class 10 or Class 12 examinations from the Gujarat Board or from CBSE or ICSE schools located in Gujarat with Physics, Chemistry and Biology as compulsory subjects.
  • Candidates who have passed Class 12 from the Jawahar Navodaya Vidyalayas located outside Gujarat are eligible to apply provided they have studies Class 8 from any one of the JNVs in Gujarat.
  • Candidates whose parents are of Indian origin but they don’t hold Indian Citizenship, yet they have applied for admission in Gujarat’s MBBS/BDS courses need to furnish the proof of submission to the admission committee before the counseling date. Those candidates will be provisionally admitted and they have to submit a certificate of having acquired Indian citizenship by July end of the following year of admission.
  • Those aspiring for NRI seats must have passed their Class 12 qualifying exam from anywhere with Physics, Chemistry and Biology as primary subjects.

Candidates should also secure the minimum qualifying percentile in the NEET UG Exam as per the qualifying criteria mentioned in the table below.

Reservation Policy

  • Government seats – In Government or Government supported Medical or Dental colleges, state institutions, grant-in-aid colleges and other institutions offering MBBS and BDS the admission will be taken under two segregates- 15% All India Quota Seats and 85% State Quota Seats. DGHS will conduct the counseling process of 15% All India Quota seats while ACPUGMEC, the state governing body will conduct the counseling for the rest 85% of the seats on the basis of reservation.

75% of the total reserved seats under this category are offered in Unaided medi- cal colleges/institutions.  Within Government seats, there is a specified percentage of seats reserved for candidates of Gujarat origin who fall under the following categories:

Scheduled Caste (SC) – 7%

Scheduled Tribe (ST) – 15%

Socially and Educationally Backward Classes (SEBC) – 27%

  • Management seats – 25% of the total sanctioned seats, which also includes 15% NRI seats, in unaided colleges/institutions/universities, are filled as Management seats. In case any management seat remains unfilled/vacant, such seat is filled in as the available Government seat. Also, if any unaided college/institution/university offers its management seats to the admission committee before the commencement of the admission process, then such seats

are considered as available Government seats for granting admissions.

  • Non Resident Indian (NRI) seats – 15% of the total sanctioned seats are offered to NRI candidates in unaided colleges/institutions/universities. In case a NRI seat remains unfilled/ vacant, then such seat is filled in as management seat. If any unaided college/institution/ university offer its management seats to the admission committee before the commencement of the admission process, then such seats are considered as available Government seats for granting admissions.

Application Form

The candidates who want to get into MBBS and BDS courses from government and private colleges in Gujarat need to fill the NEET counseling form Gujatrat. You need to fill the counseling application form on the official website of Admission Committee for Professional Undergraduate Medical Education Courses (ACPUGMEC). Follow the steps given below:

Step 1: Visit the official ACPUGMEC application page at http://www.medadmgujarat.org.

Step 2: Go to the  login or register page.

Step 3: If you register for the first time, you need to go to “Candidate Registration.” While completing the registration, you need to enter your NEET roll number, rank, date of birth, and mobile number. Once you have successfully registered, then you will receive a registration number and a security pin.

Step 4: If you have already registered, you need to do “candidate login.” You must enter your NEET 2021 roll number, the generated registration number, and the security PIN.

Step 5: Once you have logged in, you must enter your academic details like class 10 marks, 12 marks, NEET 2021 marks and ranks, your address for verification.

Step 6: After filling in all the details, go to “Save and Pay” and proceed to NEET 2021 counseling application fees payment.

Step 7: Make the payment by choosing your choice of online payment from the options mentioned on the screen.

Step 8: The filled application form will come on the screen. You need to download and save it for future use.

NEET Merit List: Gujarat

ACPUGMEC will publish the merit list of the qualified candidates. The candidates who will register online for the counseling process are the only eligible one for 85% state quota counseling. The admission committee also releases the list of disqualified candidates. As per the secured ranks, the governing body will conduct the counseling process of the candidates. After the declaration of NEET UG merit list, the candidates will be eligible to appear for the state quota counseling. The state quota merit list will be available online it also includes the candidate’s name, father’s name, category, NEET roll number, NEET marks and State merit rank.  The candidates as per their merit rank are allowed to appear in the process for admission to MBBS/BDS courses in the colleges/institutions in Gujarat.

The merit list is prepared on the basis of overall All India Rank of candidates found eligible in NEET of the current academic year. Thereafter, a separate list of minority candidates in respect of minority colleges/institutions in order of merit is also prepared by the admission authority,

Steps to check NEET merit list online

  • The candidates have to visit the official website of ACPUGMEC to check their names in the merit list.
  • The updated merit list will be shown to the candidates after entering User ID and Password.
  • Candidates need to click on the ‘Search’ button to check their merit rank. Then they match their name and roll number in the merit list.
  • The State Rank as derived from NEET scores is also mentioned in the merit list.
  • The candidate has to take a print out of the merit list.

Three types of merit list:

  1. The first merit list includes names of candidates who have passed the qualifying exam (10+2) from Gujarat Board. The reserved category list is prepared separately.
  2. The second merit list comprises the candidates who have qualified for 10+2 exam from the Central Board, New Delhi.
  3. The third and last merit list includes the candidates who qualify the 12th class from CISCE, New Delhi.

Tie breaking criteria

There are many students who appear for the counseling with similar rank in NEET. The counseling authority follows different parameters for tie breaking purpose

  • The candidates with higher grand total in the qualifying exam are ranked higher.
  • The candidates who have higher marks in Biology will get preference.
  • If a tie exists till then candidates who have higher marks in Physics will get preference.
  • Candidates who secure higher marks in English in Class 12 qualifying exam are given preference.
  • The candidates with higher grand total in the secondary school (class 10) qualifying exam are ranked higher.
  • The candidates with older age will get preference as a final resolve

NEET counseling

The admissions to MBBS/BDS are made through the MCC counseling process based on the NEET UG score. Candidates who qualify for the NEET exam can also apply for NEET admission to medical colleges. The NEET-UG counseling process is based on the All India Quota, State Quota, and Deemed Universities.

Process of NEET counseling in Gujarat

Online Application/Registration: The interested candidates have to register online by filling up necessary details in the official website of the governing authority. The candidates will get respective registration number after the completion of the process.

College/Institute Selection: The candidates will be able to access the complete list of colleges both medical and dental in Gujarat, and they have to pick the college/institution they wish to join.  They can keep a printout of the option filing sheet for future reference before submitting the online registration form.

Certificate/Document Verification: The candidates have to bring their original certificates/documents along with the self-attested copies and passport size photos to the counseling centres to get verified.

Counseling result: Candidates can check the result of Round 1 seat allotted to them by clicking the official link and submit the details received at the time of registration for counseling i.e., User Name, Password, Course Applied, 14 digit PIN number, Green number.

Reporting for fee payment: Candidates allotted a seat in any college after counseling, will need to take a print out of the information letter and fee receipt.  They must report to the concerned college with all the relevant original documents and their photocopies which will then be verified by the Admission In-Charge.

Counseling Round 2: The seats left unfilled or vacant after Round 1 of the counseling process, are readjusted in Round 2.  Candidates who are not satisfied with the allotted seats in Round 1 can participate once again in the online counseling process for upgrading the choices they made in the Round 1 or to fill in new choices. Such candidates will then have to forgo or cancel their previously granted seats and as per the new choices his/her seats will be allotted.

Mop up Round Counseling: Candidates appearing for the Mop Up round of counseling process will have to attend according to their merit number and corresponding time given in the prescribed schedule notified by the counseling authority.

Admission: On the day of selection, the selected candidates have to pay the required amount of fees to the college authority. If the candidate fails to complete the payment of fees, then the seat will be cancelled down by the authority without any notice.

State Medical Cutoffs:

The NEET 2018 ranks and marks secured by the last candidates to secure seats in the Government and Private Medical Colleges of Gujarat are given below based on the data available by Medical Counseling Committee (MCC) and State Counseling Authority, to be used for reference purpose only:

Admission Cancellation and Fee Refund:

  • In case a candidate cancels their admission or is transferred to another college by the admission committee, the concerned college/institution refunds the fee amount to the candidate.
  • In case a candidate’s admission is cancelled because they could not get themselves registered within the stipulated time limit, then the fee collected from such a candidate is refunded after the completion of the admission process or such a period as decided by the admission committee.
  • In case a candidate withdraws their candidature before the completion of the admission process of their merit number where it stands, then they have to request in writing to the committee for such a withdrawal. In such cases, the fee collected, if any, is refunded to the candidate.
  •  In case a candidate withdraws their candidature after the completion of the admission process, they have to submit a written request for fee refund in the concerned college/ institution.
